For nearly two decades, Paul Lowell has aided Florida’s political leaders and the nation’s leading businesses in sectors as diverse as economic development, education, government operations, health care, and transportation. Paul’s out-of-the-box thinking, coupled with deep knowledge of nearly every appropriations and substantive area of Florida law, has enabled him to solve a broad spectrum of complex regulatory and legal problems.

As a lawyer and lobbyist, Paul regularly serves as an expert to legislative leaders, individually and in the form of testimony before legislative committees. In addition, he assists clients with navigating executive branch agencies to resolve both common and complex regulatory issues.

Before joining Converge, Paul most recently served as a Public Affairs Director for an AmLaw 100 law firm, where he represented a wide variety of legal and lobbying clients in sophisticated governmental and business matters. Prior to that time, he served in numerous high-level leadership positions in the executive and legislative branches of Florida, serving as an expert parliamentarian and directing education, government operations, and health care policy and related budget issues. Of particular note, Paul served as the chief of health and human services policy for Florida Governor Jeb Bush. Paul oversaw all health and human services policy within Governor Bush’s reform-minded administration, and was deeply engaged in development of an array of Medicaid policy, including what is now Florida’s Statewide Medicaid Managed Care program.

Paul and his wife Sarah reside in Tallahassee, Florida with their three children, where they homeschool their children through the Classical Conversations curriculum. In their free time, they can frequently be found at Disney World or enjoying the beautiful white sands of Florida’s gulf coast beaches.
